Different evidence. Different claims.

A measurement, a government registry, a community rule list, and a test corpus do not mean the same thing. We keep those lanes separate and show why a source is—or is not—in the live verdict. Product headlines lead with evidence meaning, while provider names and provenance remain available in report details and this ledger rather than being hidden.

In the live report

Only bounded, attributable sources with a usable production access path are queried. A failed supplemental source does not make the whole report fail.

OONI Findings

Observed interference. The primary evidence source. We query recent Web Connectivity aggregation by domain and country, then show sample counts, signal strength, and likely protocol patterns. OONI data is CC BY-NC-SA 4.0: attribution and share-alike apply, and commercial reuse requires a written exception.

Voidly Atlas

Aggregated cross-check. A regional API cross-check for China, Russia, Iran, and Türkiye. Voidly says its index includes OONI, Censored Planet, and its own data, so it is supporting context—not automatically independent confirmation.

GreatFire Analyzer

China research. A valuable, active China-focused record. GreatFire has no documented stable public API or clear dataset reuse license, so Is It Blocked? does not scrape or count it in verdicts. Reports link to its domain page.

Attribution and reuse

Technical availability is not permission to repackage or sell a dataset.

OONI measurements are licensed under CC BY-NC-SA 4.0. This service must preserve attribution and share-alike obligations; a paid or otherwise commercial API needs written permission. Every additional provider must pass the same access, freshness, attribution, and reuse review.

Researched, not blended in

These sources inform the roadmap and link-outs. They remain outside the live score when freshness, meaning, access, or reuse rights are not clear.

Outage context. Near-real-time country and ASN outage events from BGP, active probing, and telescope signals could help distinguish broad outages from domain-level interference. IODA is context only and can never decide a domain verdict. Redistribution and commercial rights must be confirmed before production output.

Censored Planet

Observed interference. The strongest current complement to OONI. Its public GraphQL service exposes fresh global HTTP(S) and DNS measurements, but result bounds, rate expectations, and measurement-data reuse terms need confirmation before production use.

China measurement. Important academic Great Firewall research, but no supported API was found. The public dashboard feeds inspected in July 2026 were stale or unavailable and the visible reuse statement is academic-only.

Official legal listing. Russia's official checker describes legal/administrative listing, not measured reachability. It requires interactive verification and explicitly does not cover every legal blocking mechanism.

Community registry mirror. The legacy project referenced this Russia-focused endpoint, but its API and documentation repeatedly failed live availability checks. It is not used without verified freshness, reliability, and dataset terms.

Test target corpus. Fresh country and global URL lists used to decide what to test. Inclusion does not mean a site is blocked. Its noncommercial share-alike license also makes production reuse a separate decision.
